A Vision for Dixon
The vision for Dixon’s future is many things to many people. Individual visions are shaped by a multitude of factors as diverse as the population itself. Each person visualizes the future city in terms of his or her own special interests, personal experiences and expectations.
In 2030, we would hope Dixon enjoys a lower-than-regional-average commuter rate, a high rate of community volunteerism for both men and women, an ever-expanding adult school program, and a community where local residents work, live, play and learn.
We envision a city that provides quality job opportunities for local residents, enabling them to live and work in the community. Highest priority is given to bringing industries and businesses that provide living-wage job opportunities for local residents.
Residential growth is based on the needs of local workers and those who work within a half-hour commute. A variety of housing options are available for first-time buyers, empty nesters and seniors.
Development is prioritized in areas for infill, and redevelopment sites within currently developed areas are consistent with community character.
Mature trees line the streets of our most recent developments that enjoy a high percentage of mixed use, where services are within walking distance of residential neighborhoods. Neighborhoods are economically integrated, so neighborhood schools reflect economic and cultural diversity.
We envision tree-lined streets such as existed in the 1930s and ’40s, eclectic mixtures of housing meeting the needs of all income levels on different lot sizes, and development met by encouraging local small builders as our first recourse.
New development pays for itself and is secondary to the growth of jobs. The location, type and timing of development is compatible with sustainable water planning, consistent with local and regional needs, informed by global climate change and the impact on the Sacramento Delta.
Design priorities improve energy efficiency, and reduce energy and natural resource consumption by using solar generators, recycling treated wastewater, capturing storm runoff on-site, and using recycled materials in building construction, native and drought-tolerant landscape, and energy- and water-efficient appliances and systems.
Efficient public transportation is encouraged and supported. The train station will have been relocated to the Northeast Quadrant, where local businesses are served.
An urban buffer protects Dixon’s prime farmland and the surrounding farm community.
There is adequate and affordable wastewater treatment, storm drainage, telecommunications, energy, roads and other infrastructure needs.
Residential growth is based on the ability to provide adequate infrastructure, schools and public services, and is coordinated and compatible with a planned
sustainable economy that supports the lifestyles and needs of the Dixon community.
The guiding principles of development include:
• Creating sustainable and diverse industries that provide living wages.
• Protecting agriculture in and around Dixon.
• Embracing technology as a means for citizen participation and as a planning tool.
• Involving citizens in all aspects of planning.
For that reason, citizen participation flourishes. Excellent notification processes are in place in Dixon in 2025. Citizens are informed of important events or plans. Mere notification, however, is insufficient. Citizens are given appropriate information and adequate time to respond. Policies have been developed to ensure that notification is as thorough as possible.
In 2030, technologies for linking Dixon citizens with decision-making on land and planning issues are fully implemented.
As for growth projections and management, our vision is to implement the spirit of Measure B such that year-to-year allocations that are unused are not retained but lost; that there will be consecutive, non-rolling, three-year periods for the purpose of evening out economic fluctuations; and that the percentage growth rate of housing, currently at 3 percent, will be reexamined at a minimum of every 10 years for its appropriateness, commencing in 2008.
The basic goals of this General Plan are to:
• Conserve natural resources in and around the city.
• Maintain a neighborhood and family-friendly city.
• Enhance the living and working conditions provided in the city.
• Provide a range of viable transportation alternatives.
• Provide adequate governmental response to the citizenry.
