On February 14, 2012, the City Council adopted the 2012 Revised HOME First Time Home Buyers (FTHB) Program Guidelines and Application Forms. At this time, all FTHB funds have been expended.

HUD recently announced the release of a new and improved "Protect Your Family From Lead In Your Home" pamphlet. HOME Recipients are responsible to inform residents of the potentials of lead-based paint hazards in their home, evaluate the degree of lead base paint hazards, mitigate these hazards, provide clearance on the rehabilitated areas affected by the lead base paint work and provide all appropriate notices.
Recipients and sub-recipients that fail to comply with HUD's lead requirements are subject to available sanctions under the HOME program and may be subject to other penalties authorized by law. Giving the notice of a possible lead-based paint hazard does not relieve a property owner of the responsibility for evaluating and reducing lead hazards.
The "Protect Your Family From Lead In Your Home" pamphlet is to be given to every applicant for HOME assistance regardless of the activity in addition to completing the activity specific acknowledgements required for pre-1978 structures.
